Abstract

This article discusses the degree of development of innovation infrastructure and human and social capital in the Russian Federation in terms of different spheres of life. Indexes of intellectual capital and economic security (level of literacy, the number of research organizations) were analyzed.

The article aims at determining the direction of the Russian Federation economic policy development, there-fore, actual economic performance was analyzed and as a result it has become possible to identify the trend in indicators such as economic and social capitals.

The article gives the analysis results of social capital indicators as a factor affecting the welfare of a person and the state as a whole. The results of the analysis presented proved a negative trend in human capital (health, education). Results of statistical analysis may be used in determining the structure of a fiscal policy.
